The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are waged: optimistic declarations are issued from different nations. Significant resources is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to fill in the short term.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, no doubt, endure.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but averting a entire defensive failure until conditions improve in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
